Clothing without texture maps can look like plastic. If a person wants to and has time, they can download, buy, or make appropriate maps and thus avoid the plastic look. However, not all clothing types have been modeled, and some are better painted anyway. Silk stockings, for example, can be painted on the figure (perfect for regular shots, under clothes) or modeled (perfect for closeups of an ankle, where the texture of the stocking will show). An object which casts a shadow should be modeled. Objects with fuzzy outlines shouldn't. (I wouldn't model a mink belly-button warmer or fur stole since they'd need to be covered in post-work.)
