Here's a different approach. I wasn't sure it would work until I tried it...
  1. Use a simple prop jumprope.
  2. Adjust the Origin (center of rotation) to be centered in one handle.
  3. Place a primitive prop in the middle of each handle, shrink it down to minimum size,
    and parent these to the jumprope.
  4. Adjust the human figures to hold each end properly.
  5. On each *forearm, (*not hand) use the menu choice Object:  Point At  to make the forearm
    point to the dummy prop on the near end of the rope.  (In other words, the dummy that's
    already inside his hand.)
  6. Animate the rope, with rotation and sidesway to look right.

The SWF animation at the link is the result of the above steps.  Only one kid,
but the other one would look the same.   With a little tweaking of the dummy props
at the four main corners of the rotation, you could get the hands more precisely
oriented.
