I think the answer to that's easy: the marketing department.

Thing is, it's all about discretion, as I've said before. You want to slap ads on the freestuff? Be my guest. But for god's sake, be discrete about it. I dont need the Rosity equivalent of driving past a forest and seeing the trees cut down in an amusing pattern that says THIS FOREST BROUGHT TO YOU BY NATIONAL TOBACCO. It's really getting bad enough when some moron out there has now developed a wafer that can contain an entire video and CBS uses it for an ad in a magazine: can you imagine what that means in the future?

No, Jennifer (and trust me: I know you're reading this), it's too much. Let;s rein it in a bit. Every good magazine designer knows there are places you just do not put advertising. It's high time web sites figured it out as well.
