Actually, Scaling in clothing does workj properly, if you rig it and set it up for a figure designed with scaling in mind.
Lyrra just got done working on something for Luthbel's werewolf, supporting the scaling I put into nightwolf plus.
She just used my cr2 as a base for the clothing, and then did the adjustment morphs needed for the ERC.
Daz chose to use a diffferent scaling system, because DS supports it. Doing additional work to support Poser's scaling as well was probably too much additional developement work, not only for them, but also for content developers for freak 4.
DS does not support propagating scaling correctly, and poser does not support the new system Daz chose to use.
Thats why all my PLUS sets work fine in poser, but DS users need to manually fiddle around with things to do the scaling.
I've tried to get Daz to support poser's propagating scaling for 4 years now, but it has always been a low priority.
Freak 4's scaling works in poser, but you need to fiddle around with him to get things done properly.. just like poser items in DS that use propagating scaling also need additional fiddlign around to do the same thing they do in poser.
Its just one of the ways both applications are developing differently from each other.
