I'll repost this from correspondence with SM tech support.

The following has resolved this issue when encountered with over 90% of those reporting the issue.

First off, make sure your Operating System and your IE Browser are up to date, using Windows Updater. Set your Browser to Medium or Medium High Default Security Setting.

Then go to the Adobe Flash Web Site and use the Flash Uninstall and then use the Flash Install download files.

Uninstall
http://kb2.adobe.com/cps/141/tn_14157.html
Install
http://get.adobe.com/flashplayer/otherversions/

Launch Poser after rebooting and see if the issue remains.

If that does not resolve the issue, check your Firewall/Security Programs to make sure you are not blocking Poser.exe or 127.0.0.1

The other issue encountered is one of Permissions for Folder Access. Installation should be as Administrator for all aspects (Poser and Flash) when using Vista and all Users should have access to the programs and the Runtimes. (This can be an issue even if you are the only user on some systems. Vista you should not run the program as the Admin, but from your user account that may have Admin Rights.) Remember to Reboot your system after you make any changes to your Firewall, Security Software or User Accounts access.

To verify that all items were installed correctly, check the following Folder

... windows/system32/drivers/etc

for the Hosts File. In Hosts, using Notepad, look for the following entry

127.0.0.1 ::1 localhost

change it to

127.0.0.1 localhost

(removing the ::1 ) <[do not leave the space]. Save and reboot. Launch Poser.

Also, verify that the LSMGUI/bin-release folder is listed as a trusted Flash application folder.

The contents should be a variant of this:
…Poser 8RuntimeuiFlexLSMGUIbin-release

It should match the main runtime installation location.

In that folder is LSMGUI.html and LSMGUI.swf, the two pieces that make up the Library GUI. Launch Poser and double click the LSMGUI.html file and launch it in your browser. LSMGUI.html will display the Library as a standalone (but Poser must be running). Viewing this in your Browser may reveal the problem. If you also have Firefox, try using that to check the File when Poser is running.
