You can certainly create your own gradients. Select the gradient tool, then in the toolbar instead of clicking the little down arrow to get the list of presets, click the actual gradient. The gradient edtor appears and you can edit existing presets or create new ones.

Unfortunately I don't think you can make one from an image. Wouldn't a radial gradient with appropriate layer blending do what you want (hard to say without seeing the image)?
