Oh yes I think so..this is an artist at the top of his game and I suspect that he could do it in ANY medium he chooses.Speaking as an art teacher tracing is only as good as the user.A poor artist using tracing will still produce a poor picture.
You should have seen see the annual National Portrait Gallery's(London) competition this year.

Some of them were so photographic in quality, this person had to put her nose to the canvas to see the actual paint brush strokes and even then it was hard.I was blown away by the standard but judging by previous years winners that I also looked at it wasn't a particularly better year than others.
So yes I believe this is a genuine piece of art work but just done in Photoshop instead of on a canvas.:biggrin:
