Cspear explained the nature of the file in his post above.  It was a scanned image and I was able to open it through Microsoft Office Document Image program and Adobe Acrobat Professional.  Microsoft only offered to resave the file as a TIFF while Acrobat offered to resave the file as a common PDF.
