Not everything is conforming. Some things are smart props, and that includes hair. Some are conforming, some are props. You can usually tell which is which - conforming items are always in the Figures folder, smart props in the props folder (tho not all props are smart props) and smart propped hair in the Hair folder. You don't need to conform smart props like you do conforming - smart props normaly pop on to a certain body part as soon as you load them.
