This is a sample of what poser can do in terms of anime or cartoon looking images. It can do single images and animations, but just know that animations will take a while to learn and to do. IMO it can do some things with coloration, but if you want outlines on your art, that is one of poser's weaknesses.

You can make things look very flat by using a lot of diffuse lights, but I'm not sure if that'll produce the look you want. So in short, it might be possible
