I know in places like Buffalo, NY where they get tons of lake-effect snow, they'll plow the roads open fairly quickly, even multiple feet of it.

Here, a foot of snow overwhelms the authorities...sometimes they just let it lay where it falls ;o). After all, ruts form after awhile after so many cars drive over it... groan...
