Is it better, detail wise, to render a larger image and then scale down?
It sometimes can be as bobbystahr mentioned, I know of mattpainters who will usually paint at double the resolution they really need and then reduce the image down after they finish. Their reasons being the small details will combine somewhat, giving a more realistic look.
I just render large so as to print out large, my full render of 2550x3300 is the size of US standard paper, 8.50" x 11.00" (at the standard setting of 300dpi)
