Welcome to the Poser! There are several Tutorials for Content Management here at Renderosity and other sites. Smith Micro's Tutorials in the Support Section have some as well.
The concept of having all the related Figures content in their own Runtime Library is using Poser's ability to have Multiple Runtimes.
The newer DAZ3D (V4, M4, etc..) figures present a complication, in that the installer wants you to install them into the Program Files Folder of Poser on Windows (this is not an issue for MAC users) Poser has not required this since Poser 5 was released and allowed for multiple Runtimes. Starting with Poser 7 SR3, you have had the option to have the Main Runtime located outside of the Program Files Folder. You can work around this restriction of the DAZ3D Installers by creating a Poser.exe File using Notepad and placing that in the Folder where you wish to install the content and then link that Folder to Poser as an external Runtime Library.
In general, you do not want to move Content around after installing. Files have relations to each other and need to be maintained. If you move something you need to move the related files along with the file you want moved.
