It is a windows feature, not a poser problem. Yes there is something you can do about it.
You can disable the Aero "Snap and shake"
Open Control Panel>Ease of Access Center>Make the Mouse easier to use.
Near the bottom of the window, Check the box next to "prevent windows from being automatically arranged when moved to the edge of the screen". Then click "apply", and "OK"
