I am assuming the folder SeleneHair_M is the actual hair and the MATs are MT-SeleneHair
The Hair is a .HR2 it will go in the following directory
Runtime/Libraries/Hair/SeleneHair_M
The Mats, which are .PZ2 go into the following directory
Runtime/Libraries/Pose/MT-SelenHAir
