Painter will do this, I've never seen a way of doing it in Photoshop (though since I have painter I haven't needed to). If you have Illustrator and the pattern can be made with geometric shapes and paths then you could create a pattern brush there and apply it to path, then export as png and lay that over your PS texture files for further work.
