Tom has it.... essentially a cylinder shrunk in the length would have the 2D character and I think Track to camera in the {A} tab would keep it looking at the camera

 

Once in a while I look around,
I see a sound
and try to write it down
Sometimes they come out very soft
Tinkling light sound
The Sun comes up again
