About the best suggestion on can offer for this sort of challenge is to look at existing hair models (mesh) to see how the best did it. You can get some excellent ideas from Kozaburo... and his models are free.

Hey there I need help in figuring out how to model a figure (like shape and everything) for hair. I looked everywhere and I can't find anything on making the hair model (I only found texture tutorials and "hair setup" tutorials) but I want to model my own figure in either Wings3D, Rhino or Zbrush. So if any one can tell me where to find instructions on how to do this or even could help me yourself I would greatly appreciate it! I already know how to texture it and make a trans map but I just can't get the modeling of it right. Thank You! Have a great day!
