musikman, I see 2 runtimes in your download folder which is not good.  However, you mentioned that runtime 1 is empty, i.e., no content in it whatsoever.  As far as I'm concerned, you can entirely delete this runtime folder.  In the example screencap above, I have created a Victoria 4 folder which contains a runtime folder( both circled in red).  Whenever I extract zipped content into that folder, the runtime will go directly into 'Victoria 4'.  In PC's, you will be asked if you want to replace the runtime.  Select yes, all you will be doing is adding content, not overwriting any critical files. 

As you see, within the runtime folder exists a Libraries folder (circled in blue) which contains each folder that appears as categories in Poser (category folders in green)  I purposely opened the characters folder hierarchy to reveal 2 other vendor folder.  Those vendor folders contain their specific content developed for V4.
