Once you conform a hair figure to say Simon the xyz parameters usually dont work - at least for me it hasnt in the past.
If the hair is a prop - use the object menu to change the parent of it.
if the hair is a figure, my advice is that if you are having this many issues with it, pose your figure etc, and at the end before rendering, bring in the hair and scale it to fit simon.
