I think I know how I'd do the skirt now and I'm learning a lot about poly flow by watching videos on modeling. Little by little, it sinks in ;o).

You can adjust the mesh density with some additional cut where you need them, in the picture from left to right :
- original dress
- dress subdivided once, the density of the polygons is almost the same everywhere
- now i select and cut three loops in the waist area
- dress subdivided once, the density of polygons is higher in the waist area
i will use this technique on my halter neck dress to make a better simulation, but the bodice don't really need more polygons
