Material zones may include multiple body parts, thats what you want so shirt,pants etc dont get broken up to lots of parts.
you can use a blender node to apply one material to another. Its fairly easy if you do it like a tattoo with an image map, you can use modes if you want. You can use a mask to limit the area that your overlay texture applies to. Search the forums for tattoo and you should find the method.
