That is for material-based gamma correction - setting it to 1 means it will stop trying do gamma correction, for that material.  You probably want a script to do this if you have a whole lot of materials in your scene(s) that make use of gamma correction by material.

If you have materials that are set for gamma correction, and you also enable gamma correction in render options, then it will be applied twice, making that material too bright.
