Did you try UniversalExtractor yet? If it is an older installer, that might solve the problem.
Does your version of Win7 have the Virtual XP mode - not compatibility but the one that actually runs XP in a virtual machine? If so, you can try that.
I know you said you downloaded it a second time but it still might be a corrupted installer.
The other possibility might be some driver or process on your system that is interfering with the installer. Is it possible to run the installer in safe mode? Barring that, you best bet may be installing the files on another machine and copying them to your system.
