Well, he can't make them do anything, can he? He can submit a patch (or patches) against the official version and hope that they'll take it. I can only assume that's what he's aiming for. But distributing his modified version separately for a while and demonstrating what can be done with it is not a bad strategy for convincing the core developers that his contributions are worthwhile, and it might save the rest of us from having to wait until they find their way into the official Lux.
