I am running 2 machines at home: One Vista Home Premium and the Other Windows 7 Pro. I have the UAC turned OFF on both machines and I have never been hacked.
Really, you should not have any problems with the UAC OFF all the time. I don't have problems and my Vista machine stays connected to the net all the time.
