What your coleague wrote is compatible with terms. Nudity is defined there like this: 'No nudity in thumbnails. This means no clothes, clothes that are transparent or blurring of nude images.' You define diferent: 'if genitals are not visible, it is not considered nude.' This also compatible with terms, another sentence: 'Thumbnails for all areas of the site may not display nude female breasts, male or female genitals or buttocks' If nudity equal no clothes, figure A is nude. If nudity equal genitals not visible, figure A is not nude. You should make a decision about this. Your terms of service is not consistent and this makes everyone right and wrong at same time.
