This may seem like a silly question, but are you loading v4 in the setup up room? That's what I gather from the pics. You will only get the bones if the cr2 is loaded in there.

The Setup room is for creating new Poser figures from scratch from an imported mesh. Say you made an article of clothing in a modeling progam for v4 then import it into Poser and then into th Setup room to add v4's bones by clicking v4's cr2. Usually you want to be in the Pose room when you load stuff from the library.
