Sounds like a lot of work in any case. Thre suggestion to look at one of the game development systems sounds like a good idea. There are open source figures available so that's not necessarily the problem. Writing the code if it doesn't exist would probably be non-trivial.
I can see where showing the transitions would be nice, I'm not sure why it would be a requirement. If it's for learning signs, I'd think that the words presented separately would be best. OTOH if it's for actual communication, a text to sign language type application I can see it - having the "speech" flow instead of a word at a time.
I wonder if something like this could be scripted in Daz Studio. It's free and I'm sure Daz would love to be involved with something to help hearing impaired people :-) Of course Studio is really far too heavyweight for such an application. All you really need is the posing and OpenGL part I'd think. Having that as a library or control that people could include in 3rd party applications would be awesome. I'm not sure what all it entails, but maybe the folks who produced the AniMate plugin for Daz could offer some advice.
