I have never encountered the "NO GO" thing myself, so I can't be of much help there. Did you try double clicking instead of dragging it over? Not sure if that would make any difference but might be worth a try.

As for the clothing staying on the actor/figure you have to use the "conform to" command to make the clothes stay with the figure. In my minimal experience I think you have to "zero" the figure to default pose first (Figure menu/Zero figure) so it's in the basic pose before adding clothing, the conforming will be much more difficult if you have already moved the figure around. Once you have loaded the clothing onto the figure, select one piece of the clothing to test conforming it. Go to the Figure menu again and select "conform to", then select the figure's name. Btw, it does help  to use "conforming clothing" that was created specifically for that figure and many times bears the same name as the figure, and easier than dynamic clothing,  but I haven't had much experience with dynamic clothing so I can't advise much on that.
