As a practical matter there's not a lot you can really do about it. Let's face it, compared to the other stuff that Saddam has done, copyright theft seems kind of trivial. He can at least create generate a some interest in his work, maybe he should figure out the value of the painting and write it off as a tax loss or maybe claim it as advertising expense..
