Another is use Poser Cloth room.

Scale your target figure down in X and Z

Model the clothing.
Import into Poser.
Scale the clothing as tight around your figure as you can without touching it.

In the animation, set the figure to increase size back to 100%, and let Poser push the clothing around your figure.
