Generally Poser does not play nice when installed to an external hard drive. The flags that get set upon installation get lost when the drive is removed or the computer is shut down, (usually). It is best to install the main application to C:Program Files then have your libraries elsewhere, such as an external drive, if required.
It sounds like you need to add the new libraries as detailed on page 92 in Chapter 7 of the Poser manual. I suspect that you are just looking at the library that got installed by default which may not be the one within the application runtime.
