Not necessarily ... It depends on how they were saved (stored) in the library when created the very first time.  If they were not in a zero pose position when saved then they will not be in a zero pose when loaded.  If you want them to load in a zero pose position ... Try doing the following ...

1. Load the figure

2. Turn OFF IK for both legs

3. "Zero" the pose (using the Joint Editor)

4. "Drop to floor" (optional?)

5. Save the figure back to the library
