Blender has a couple plugins ( by LIttleNeo and PiiChan, respectively) which can generate a city. Can export mesh as OBJ. Then import into Poser. Then apply the night-time glow to the materials for the windows, using ambient node. A bit of glow and perspective fog will help. I've done a few renders with some post-prod.

Although you are looking to recreate a nighttime cityscape, there are certain criteria to observe when rendering in PP2010. To get any margin of realism, you should use IDL which will help enhance the ambient glow for city lights and lamps. Unfortunately, control over inverse falloff is non-existant, and you may have problems of overlighting surrounding areas. Keep in mind, you also may need to push ambience to very high values for satisfactory results.
Personally, I would rework the materials of your present models. Change any Diffuse_color chip to white and decrease it's value to less than 80% (0.8). We are talking about darkened environment, there is very little diffuse lighting except where lights are present. A skydome would be nice but not very practical with IDL calculations.
Use point lights with falloff. Poser's "out of the box" lighting are distant lights, which don't make any sense for night scenes.
Turn 'em all off, and place lights yourself.
For stuff like lit windows on a building, instead of placing zillions of lights, you can do a texture map for ambient-- that'll light up the windows without the render cost of the lights.
Remember, in a city night scene, there are zillions of visible light emitters. Its very different than a day scene, where most light is coming from the sun, either directly or reflected.
