just to check. the runtime you tried to link. it was like "C:testrumtimeruntimeetc" - as in it contains a Runtime folder?

I did that one time.. thought I was linking a runtime, but I was trying to link to a Runtime folder itself.. eg "C:runtimeetc" instead of "C:testruntimeruntimeetc"... it maybe worth checking...
