It's not supposed to do that and in the next version it won't. On startup, the library attempts to get information from content paradise on how to do searches - what sort of search options are available. The search options were not hard-coded into the library, but are driven by the data returned from CP, so that the developers of CP could, over time, add new features to the library remotely. When you're not connected to the Internet, CP is unreachable and it's telling you (admittedly not in a nice way) that you're not going to be able to do searches of stuff at Content Paradise.
Even if you do have Internet access, if CP happens to be down or unreachable when you start Poser, it will give the same error information.
As you noted, it's not important at all, since you have no intention of searching CP.
Renderosity forum reply notifications are wonky. If I read a follow-up in a thread, but I don't myself reply, then notifications no longer happen AT ALL on that thread. So if I seem to be ignoring a question, that's why. (Updated September 23, 2019)
