What could be happening if you have loaded the prop is look at the rule and see what character you have there and compare it to the friendly name of the firgure or character you are trying to apply it to. My Victoria 4 has been changed to V4.2 by me and in my case the rule has to be changed to V4.2 for VSS to work.
