AlethasFantasy, I'm not sure if you are talking about PSP or Studio. Assuming that it is Studio that you are struggling with, it seems that you are having problems in adding figure to your content library.
I would suggest to become a bit more familair with Studio by reading the manual and watching some of the introductoty videos posted by DAZ.

V4, or Victoria 4 is the fourth generation of the Victoria 3D model by DAZ. The number refers to the figure, not the software. V4 works perfectly fine in DAZ Studion 3. In general most content works for either version 2, 3 or 4 of DAZ Studio.
When you download a product from DAZ it comes as a compressed (zipped) installer. You usually uncompress the archive and then run the installer, which is a program that install the content. Where you download it is not important, it can be any folder of your choice.
When you run the installer, the program will ask you for a destination where to copy the content. If this is causing difficulties I would suggest to spend some time by becoming familiar with the file system of your computer, being that Mac OS or Windows. It's very hard to be able to use a program like DAZ Studio or Poser without a firm understanding of the file system.
The installer for any content purhcased via DAZ will provide a default destination folder.
Once the content is installed, you should find it inside the Content tab of Studio. From there you will need to become familair with the objects available, like characters, poses, props and materials. The documentation and videos will help you there.
