If the hair is a prop (usually under Props or Hair) you would parent it to the figure's head.  If it is a conforming figure (usually under Figures) you would conform it.

The included Poser 8 (and Poser 6&7, too) figures can be taken into the Face Room and you can adjust their facial apperance there.
