Unlocked means that you can overclock it further (will void your warranty), Overlcocked but locked meanse that you will not be able to OC it yourself, but your warranty will be unaffected.
From memory, the 2600 is kinda designed to be overclocked, which is why people are getting such good results with it.
in terms of gfx cards.. this one, definately, no questions asked. (bear in mind im in love with the fastest, most powerful hardware there is, and subsequently quite poor :D )

I personally would steer clear of AMD, ATI, had bad experiences with them before and will never use them again. I would also avoid mac, due to my own personal preferences experiences (not to start a flame war, i just prefer using windows!)
