I'm using Vue 6 in Win 7 64 bit with no problems at all. Just for the sake of information.
OK, copying Vue 6 files over to another directory and then expecting it to work, will NOT work. Vue 6, if you have the download installation files, should work well enough. I would re-install it. Basically, you need to get the correct program locations established in your Windows Registry.
It does sound as if you have some messed up Registry settings for both Maya and Vue. Have you perhaps run some kind of program intended to clean up Windows, such as Norton Utilities/Systemworks or Iolo System Mechaninc? Both of these have messed up my Windows 7 installations in the past. (And I had to delete the programs and then re-install in order to get a fix that worked correctly.)
Before you re-install, this probably is dumb, but are you right-clicking on the program executable, and running it as "Adminstrator?"
