I don't see how it could really have any real effect on dynamic cloth.  Perhaps weight mapping will allow better bending in the crunch zones of some joints, making it less likely that dynamic cloth would become trapped in a crease, creating simulation difficulties.  😕  Otherwise, I wouldn't expect much difference in dynamic cloth from a change to the joint handling of figures.
