Yes, weight mapping should be much more flexible for body handle type manipulation bones.  It's certainly something I would try.  Along with other fleshy bits, and bones for hair or skirts.  Possibly even something like a chain or grid of body handle bones to deform a sheet or something.  Could one use this rigging to animate a bedsheet being folded?  Hmm.
