I somehow think it's going to be more complicated than I imagined.  I just rotated the skirt around and it looks like each ruffle is just floating in the air, not attached to anything at all.

The skirt is from ShareCG, I'll look for the link.  It was conforming, but I converted it to dynamic following the tutorial in the tutorial section here.  However, the skirt behaved the same when it was conforming as it does now that it's dynamic. The ruffles break apart in the same manner.
