I do have the same problem for some time (back in march, download speed was about 500 kb for me), everytime I buy stuff, download speed is somehow stuck to 140 kb. But whenever I go to the freebie section after my downloads are complete, freebies are downloaded at the "normal" 500 kb speed, not sure what is going on.

Not sure if it has something to see with the https connection from purchase ?
