LB, I agree with you from a semantic point of view. They are not the same. Same means identical.
However, we lack a spec for OBJ. It would seem based on how things have been written that lines of text in a file that do not appear to follow the OBJ object syntax are simply ignored. It may be that the original authors of OBJ format actually said "Anything that does not begin with v, t, f, etc. is a comment."
In which case, the rest of the pp2 file is considered a comment. If that's the rule (and we'll never be able to prove it - I think the people who would know are dead) then it would be technically accurate to say that any file that contains geometry in OBJ style is an OBJ file, even if it contains a million lines of other stuff.
Certainly that's how I wrote my OBJ parser.
