In fact they ARE painted on - but not pasted on, this may be the difference. If you look around you'll find more tattooed characters where you can easily see that the tattoo is not only a layer pushed over a basic texture but where someone really handpainted on the skin and blended the result carefully.

I'm not always right, but my mistakes are more interesting!
