CR2Builder can certainly handle conforming clothing and conforming or prop hair. I should think that they all can, I would be very surprised if any of them can't, but as CR2Builder is the one I use, so It's the only one I can vouch for from personal experience. Check out the links for D3D and PhilC, I'm sure the info on what file types they handle will be there. As for CR2 Editor, it's free, so try it and see.
