Quote - SOPA is mostly about enabling the seizure of domain names used by foreign websites registered via US based registrars, so those outside the USA are the targets.

So that means websites registered outside the USA jurisdiction will not fall under SOPA.  Doesn't solve the situation much, in some cases.
